Unable To See Workflow Process Log Data

Information in this document applies to any platform.
We cannot see process log data in workflow collaborator. After accessing the log with "Process log" button we see no details.
This applies to all existing users including component and running schema owners.
Please note that table wf_process_log contains recent (same day) log data. We tried to set parameter log.history to 90 and 30 days. Current value is 30.
