Parent Account Balance Group Locking (Doc ID 1561482.1)

When taking some actions on user accounts, such as user creation, modification, access service creation, product provisioning etc..., it is noticed the locks on the balance group object of parent account in the database.

What is the reason for such locking? Is it possible to bypass this in case there does not have any functionality build upon parent account balance group (e.g. sharing services, sponsorship, etc ...)?  This locking causes the problems especially when two different processes such as billing and Customer Relationship Management (CRM) requests processing run simultaneously.
