"PriceList Default not found" Error While Running SyncPDC

Symptoms
One user is re-installing the Pricing Design Center (PDC) in a new environment, in order to do the configuration as per Billing and Revenue Management (BRM) configurations, through the following steps:
1. Upgrade BRM database from 11.2.0.1 to 11.2.0.3 and same is being used for PDC
2. Update BRM 7.4 with Maintenance Patch Set (PS) 1 and PS 15
3. Install Weblogic 10.3.4 along with Application Development Framework (ADF) 11.1.1.4 with Patch 10632216
4. Install PDC 11.1.0.2
5. Install BRM Integration pack for PDC
6. Apply Patch 16163891
7. Start Realtime Rating Engine (RRE), Batch Rating Engine (BRE) transformation engines
8. Run startSyncPDC
