When running WET batch to trigger a Collection Agency Referral, if no active agency exists, CCB will continue to create an agency referral record with no collection agency specified. This results in an orphan record as the record cannot be updated or deleted since it fails the base validation rule that a collectoin agency is required for an agency referral record.
