Unable To Change Account Status In Customer Center (7.4PS17) When the Account Has No Service

Product: BRM 7.4 PS17 Customer Center

Attempting to change an account status in Customer Center, but no drop down list to select the account.

Pre-Condition: Account with no Services

1. Create a pricing plan with no service, no product.
2. On Track Balances tab, highlight the "Account balance group", added some credit limits and consumption rules for some resources in the plan.  Commit the plan.
3. Create an account with the plan.
4. Try to change the account status.

Observe the drop down list is empty.  Unable to choose the account.

Note - In other versions of Customer Center i.e. 7.4 PS11 you can see 'Account/9999999999' in the box for selection.
