OSM Cannot Use The Order Item(and OrderItemRef) In Rules like timer delay (Doc ID 1565194.1)

Symptoms

When trying to use "timerRule" Rule defined in Order as  follows:

/ControlData/Functions/DelayFunction/orderItem/orderItemRef/OrderStartDate <= sysdate+0+0/24+0/(24*60)+0/(24*60*60)

 the delay timer pops if the rule is data:
/ControlData/OrderItem/OrderStartDate

but it doesn't pop when against the data:
/ControlData/Functions/DelayFunction/orderItem/orderItemRef/OrderStartDate.
