Why are the NEPs Dumping The Whole NEP_ASDL_PROG Multiple Times? (Doc ID 1565532.1)

Symptoms

The NEP keeps dumping the whole table NEP_ASDL_PROG multiple times. There are no errors observed in the NEP diagnostic file, which may trigger this activity as stated in KM note: Why is the NEP is loading all the ASDLs at start-up in the diag file? [KM note: 806348.1]

This happens only for the Java NEP’s that are using CONNECTION_HANDLER instead of LOGIN as a connector program.
