Symptoms
When starting a newly added NEP, the following error was observed in the NEP diagnostic file:
checkerr_returning_errcod:1707:control/libasc/ocilib.c
Error - ORA-12516: TNS:listener could not find available handler with matching protocol stack
errcode[12516]
