Installed Fixes Discrepancy Between MWM 2.1.0.4 Environments Based on Migration Path (Doc ID 1566188.1)

Goal

We have noticed a discrepancy between the number of installed fixes that are in two different Oracle Utilities Mobile Workforce Management (MWM) 2.1.0.4 environments.

The two environments were installed as follows according to the delivery instructions and install guides:

MWM1
Base 2.1.0 -> 2.1.0.3 -> 2.1.0.4

MWM2
base 2.1.0 -> 2.1.0.4

The environments that go from base to 2.1.0.4 are missing 28 packages. I have located the missing packages in the 2.1.0.3 delivery package called ORS-V2.1.0.3-FW-PREREQ-Multiplatform. We have noticed that the 2.1.0.4 release package doesn't have a similar ORS-V2.1.0.3-FW-PREREQ-Multiplatform that 2.1.0.3 has.

We want to know if these missing packages are needed in the 2.1.0.4 environment or if they were intentionally left out? If they are necessary, what is the proper procedure for installing them?
