Symptoms
No assignments were issued for members of a service group by SAFfire when two node failovers occurred during the cluster initialization period.
The Service Group (SG) is getting into a bad state that the finite state machine does not know how to get out of. The trace below indicates the SG was starting when it received an event to complete. There were interim steps the FSM was expecting. Because of this error, further CSI assignments were not made for components in the SG.
The issue could be reproduced by failing over the manager nodes, and failing back, before the cluster initialization period expires. The failovers would have to occur before the preferred number of preferred active SUs (saAmfSGNumPrefInserviceSUs) in the SG were reached.
