Proration Is Not Working Correctly During Plan Transition (Doc ID 1567529.1)

Goal

It is observed that below scenario is not working with a combination of proration setting :-
  For Purchase - Prorate based on usage
  For cancellation - Charge for entire cycle

Scenario:

1> Create an account with above proration setting for one of the account level product.
2> Observe that resource is prorated as expected
3> Run billing at the end of cycle
4> Observe that resource is granted for next cycle. (suppose value configured as well as granted is X).
5> Perform plan transition.
6> Observe that resource granted after billing for current cycle is rolled back/forfeited (term could be different).

Expected behavior is such that, if configuration while cancellation is "charge for entire cycle", then cancellation should not change the balance of the resource.
