Why is there a delay for mail filters (sieve rules) to take effect?

Information in this document applies to any platform.
When a user creates a mail filter (sieve rule), or modifies an existing mail filter, the the user may notice that the new/modified mail filter may not take effect immediately.
Why is this, and is there any way to make the mail filter take effect immediately?
