Symptoms

The Payment Tool does not have any permissions strings to prohibit access allowing any agent with a valid /service/admin_client to install, login/authenticate, and create payments against accounts. As a security measure BRM Customers requires an ability to limit access to this tool by blocking the unauthorized users.

The other BRM client tools (such as the Customer Center, Payment Center, Suspense Management Center, etc) allow for roles and permissions to limit the access and capabilities within the tool. Many of the tools have a single permission string to allow or prohibit access and others have more granular permissions but the Payment Tool is the only tool that does not allow any level of permissions to access the tool.
