Real-time Discount Not Working After Billing (Doc ID 1569484.1)

Goal

An user has some accounts with real-time discount for free minutes. For the first cycle, the discount got applied correctly. After run billing for this account, the discount did not work and there was no error during the rating.  The discount worked only after restart the Pipeline.

Pricing Config:
A product of packet type with free minutes (configured in seconds) through a custom resource.
When an event is rated, the resource is positively impacted with the amount of minutes used (in seconds).
A real-time discount triggered while the resource is availability (note that the resource is set up with a negative value).

The scenario:
1. create an account
2. purchase package product, delay product, and real-time discount
3. rate one event
    -> The real-time discount got applied correctly.
4. advance the PVT date and ran bill
5. rate again the same event for the new cycle
    -> The real-time discount did not get applied.
