CM Starts Without Loading Mandatory Config Objects (Doc ID 1569785.1)

Symptoms

When start_all script is executed, CM process is starting successfully in spite of some errors during loading of config objects ( per cm pin.conf ) owing to some DM_CONNECT errors and subsequently causing regular BRM operations to work as per default out-of-box behavior but without the additional business configurations.

The question is, if config objects loading is not successful, why CM should continue starting up without having loaded all config objects into its cache.

Start_all command is being used in this case.

EXPECTED BEHAVIOR

CM should load all the mandatory config objects before it starts successfully. If it fails to load the config objects successfully for some reason, then it should not startup and throw some error.
