Applets Already Cached on a Workstation for P6 Take a Long Time to Load During the Initialization Phase (Java Icon With a Scrolling Blue Circle) Before Loading Data (Doc ID 1569917.1)

When loading an applet in P6 the first time (usually after logging into P6 from a period of inactive usage), the applet takes a great amount of time to initialize (visually it may appear to be a Java Loading icon with a swirling blue loading circle) before the applet loads and the "Loading Data/Processing Data" starts to display.

This occurs when the JAR file has already been accessed before on the same workstation, so it is not due to an act of re-downloading the JAR to cache on the local machine.

For the applet to initialize much quicker since it has already been downloaded and cached to the local workstation.

The issue can be reproduced at will with the following steps:
1. After some amount of inactivity with P6 usage on a workstation, launch a browser and login to P6
2. Load an applet in P6 (like the EPS page)
3. Note the Actual Behavior above occurring.

The issue has the following business impact:
Due to this issue, functional usage of the product is perceived to have performance degradation.
