Why is CASE_EVENT.MED_SERIOUS = '-1'? (Doc ID 1570011.1)

Goal

According to the DBA guide CASE_EVENT.MED_SERIOUS can have a value of 0 (Not Medically Significant) or 1 (Medically Significant) but there are some rows in this table that have a value of '-1'.  In what scenario is '-1' created?
