Transfer Rate Propagation Not Copying Prior Period Rates from Alternate Rate Columns in FTP 5.6 (Doc ID 1570058.1)

Symptoms

In Oracle Financial Services Funds Transfer Pricing (FTP) version 5, when you run an FTP process with the Transfer Rate Propagation option selected and Alternate Rate Output = Yes, the alternate rate column (ex. TRANSFER_RATE_ALT) is not populated with a propagated rate from the prior period's data.  You confirmed a rate does exist on a record with the same ID_NUMBER in the prior period.  You expect the rate from the prior period's alternate rate column to get copied to the current month's alternate rate column.

Steps to Reproduce:

  1. Go to Funds Transfer Pricing
  2. Go to FTP Processing > Standard Process
  3. Select and run the FTP Process that has the Transfer Rate Propagation option selected and Alternate Rate Output = Yes

The Transfer Rate is not propagated to the Alternate column.
