Add Rehostuser Feature To Move ISS Index During Mail Move Without Manual Use Of Issadmin Commands (Doc ID 1570350.1)

Goal

Currently it is necessary perform a two-step process in order to move the Indexing and Search Service (ISS) account from the source mailstore to the destination mailstore using the issrehostuser.sh command.  Then, use rehostuser on Messaging Server to move the user to a different store.

We would like to have a feature in the Messaging Server (MS) rehostuser command to take care of moving the user's mailbox and the ISS index, without having to manually invoke issrehostuser.sh on the ISS indexing server.  It is also important that the ISS index is incrementally moved as well, so that the downtime is minimal to the end user.
