"ORA-01917: User Or Role 'SEC_SCHEMA_NAME' Does Not Exist" When Installing Patch 16708145

On : 7.5 PS4 (16429299) + patch_16853710 + patch_17008935

When attempting to install a pre-requisite patch 16708145 for patch 17056563, by following the Post Installation Instructions:

Run $PIN_HOME/sys/dd/data/device_framework_primary_schema_75ps4.sql
$PIN_HOME/sys/dd/data/device_framework_secondary_schema_75ps4.sql in Primary Schema and run
$PIN_HOME/sys/dd/data/device_framework_secondary_schema_75ps4.sql in secondary schema.

the following error occurs.


There are tables indicated in the file that does not exist in the system, one example is ORDER_VOUCHER_T. It seems like the error is because, Voucher Manager, an optional component, is not installed on this system.
It should not prompt this error if the optional component is not installed. Or is it required to have the optional component?

The system does not use multi-schema.

The issue can be reproduced at will with the following steps:
1. install patch 16708145
2. SQL> @$PIN_HOME/sys/dd/data/device_framework_primary_schema_75ps4.sql
