Symptoms

QoS service policies are applied to DLCI to implement FR fragmentation. This works on Cisco IOS devices but not on the IOSXR devices. The IOSXR cartridge does not seem to issue the "service-policy" command to bind the config to the interface, although the MQCPHB policy concrete goes installed.
