"Approve" Does Not Appear In The "Select Patients And..." Pulldown Menu In RDC

The "Approve" option does not appear in the "Select Patients and..." pulldown menu in RDC.
The following conditions have been met:
1) User must have RXC_DE and RXC_INV roles
2) User must have the APPROVE privilege in RDC Admin for the site in question
Is this a set up issue as it seems to be only specific to this study?
