DAP Request Fails with Error "ERROR: To be Transcoded XMLCh Array is over Sized. Only The First 1024 Elements will be Processed."

Symptoms
After upgrading Oracle Communications Network Charging and Control (OCNCC or NCC) to 5.0.0, the Data Access Pack (DAP) templates have been limited to 1024 bytes. In previous version of NCC there were no such limits.
Existing templates exceeding 1024 bytes in length that used to work before the update are now truncated and will throw the following error in /<DIR>/DAP/tmp/dapIF.log while sending DAP requests:
The DAP Screens does not have any issue handling template with that size, e.g. there is no truncation.
Changes
Upgrade to NCC 5.0.0.0.
