Symptoms

11.5.10 in Production
VS
12.1.3.8 in Test

PROBLEM
-------------
In 12.1.3.8 - Creation of Manual Planned orders in ASCP moves the WIP Completion date back one day
In 11.5.10 - The WIP Completion date is not moved back.

STEPS
--------
Example:
In 11.5.10 - create manual planned order with completion date of 23-APR-2013 11:11:00
Release the planned order and observe that in the interface tables, that ASCP does NOT send any BOM revision date and in WIP job that is created the BOM Revision date matches the New Date in ASCP workbnech 23-APR-2013 11:11:00

In 12.1.3.8 - create manual planned order with completion date of 23-APR-2013 11:11:00
Release the planned order and observe that in the interface tables, that ASCP does NOT send any BOM revision date and in WIP job that is created the BOM Revision date that is at ZERO hour on 23-APR-2013 00:00:00
AND the WIP job shows completion date that DOES NOT match the date sent by ASCP which is 23-APR-2013 11:11:00

EXPECTED BEHAVIOR
----------------------------
Same as 11.5.10

BUSINESS IMPACT
----------------------
Cannot implement manual creation of WIP jobs in 12.1.3.8 the same as 11.5.10
