Error 404--Not Found On EPM Related Pages After PFT Standalone 6.1 Installation

After a new OFSAAI and Oracle Financial Services Profitability Management (PFT) 6.1 installation, the majority of the Financial Services Applications links do not open properly.

1. Global Preferences
2. Administrator->Simplified Batch
3. Master maintenance
4. Profitability Management

The following error is displayed in the User Interface:

The issue can be reproduced at will with the following steps:

1. Apply OFSAAI patch
2. Apply PFT 6.1
3. Attempt to open PFT pages
