Call Failed Because GT Routing Should Be Enabled On SCCP When GT Is Set

Symptoms
The outgoing SCCP (Signallng Connection Control Part) messages from OCCAS-SC 6.1 indicates SSN (SubSystem Number) routing (routing indicator = 1 -- SSN routing -- in SCCP called party address) even if GT (Global Title) is set.
This causes that only calls initiated from nodes which are directly connected to OCCAS-SC are working, roaming calls or calls routed through other STPs are not working.
The routing indicator should be =0 (GT routing) when GT address is present.
