Symptoms

 After running ASCP Plan, Users there is demand for the item and there is no on hand.
The ASCP Plan did not generate a planned order for the item. The planning time fence days is 0 and planning time fence date is NULL.

2. Launch ASCP Plan
3. Review workbench data
