Unable to Return Variable Data in an Error Message within the Error Catalog (Doc ID 1572851.1)

Symptoms

On : 9.6.0.0 version, Activity

ACTUAL BEHAVIOR
---------------
When an activity triggers an error message, the message displayed does not convert variables configured in the Error Catalog.

EXPECTED BEHAVIOR
-----------------------
Error messages configured in the Error Catalog should replace any text enclosed in brackets with the actual math variable value.
Per the Rules Palette Help System documentation:
A place holder will identify the variable name(s) that must be available in the entity where the message will reside. The variable names are surrounded by square brackets ([]).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Edit the Error Catalog and create an error message which references a math variable (enclosed in square brackets.)
2. Configure a transaction with Validate Expressions rule attached.
3. Reference the newly created Error Catalog error message
4. Process the activity
5. Verify the error message displayed does not substitute the variable.

BUSINESS IMPACT

Due to this issue, users cannot create custom error messages which adds to debugging time.
