'Tax Above Threshold Amount Flag' Is Not Used Appropriately for Threshold Taxes (Doc ID 1573526.1)

Symptoms

In Oracle Retail Point Of Service (ORPOS), we find that the 'Tax Above Threshold Amount Flag' is not used correctly for threshold taxes. 

Prerequisites:

1. Import the tax import xml below, which sets a tax threshold amount of $109.99:

Steps to Reproduce:

1. Log in to ORPOS.
2. Enter item 1234.
3. Perform a Price Override on the above item ('Pricing'->'Price Override').
4. Change price to $209.99.
5. Tender transaction with Cash.
6. Note the taxable amount and the tax amount.
  
Expected Result: As per the tax definition, tax should only be applied to the amount above the threshold for tax group 1001.  Here the threshold is $109.99; therefore, the tax should only be applied to $209.99 - $109.99 = $100.00.
Actual result: Tax is applied to the full amount of $209.99, calculated as $209.99 *(3.5% + 7.5%) = 23.1
