Scheduled Event Handler Stuck In Queued Status due to Task Taking Longer than JMS message lifetime

Symptoms

On : 9.3.1.1 version, SOA EVENTS

ACTUAL BEHAVIOR
Event Handler Queued
Several process extensions running on scheduled times.
When one is running and another one needs to start, it gets queued , and does not ever start.
On the event handler monitor , we can see the events that are Queued.
Event that entered to “Queued” status are not updated to “Running” when the previous event completed as expected.

EXPECTED BEHAVIOR
Expect that events are not stuck in status queued.

STEPS
The issue can be reproduced at will with the following steps:
1. Have a long running scheduled event
2. Execute some other event during the scheduled event is running.
3. Verify the event monitor -> see some event stuck in status queued.
