After Stop/Start of Channel, Released Messages Are Not Delivered After Being Put on Hold

Symptoms
For maintenance reasons, a dedicated channel needs to be stopped. When the maintenance is finished, the messages already in the channel are put on HOLD while new test messages are being queued and the channel is restarted. If the results of the tests are positive, the intention is to release all messages on HOLD.
However, the messages are not dequeued when released. Synchronizing the queue cache (with imsimta cache -sync) has no effect on the released message.
The only workaround to restart the job_controller.
Steps taken:
- Stop the dedicated channel, eg. tcp_skynet
