Collections Center Task Not Rescheduled When Updated After Insertion

When a collections task is inserted into the workflow by a CSR and then subsequently updated, it never gets scheduled.
The schedule object is NULL and it doesn't show up in the list of deferred actions for the account in Customer Center.
Steps to reproduce:
1) Open Collections Center and select an account in collections
2) Insert a task into the task list leaving the date to be current day. (We've seen this on multiple custom actions, I'm not sure about OOB ones).
3) Update the inserted task to be some day in the future. The status changes to blank (rather than Action Updated) and the task never gets scheduled.
A NullPointerException is being thrown in the JavaPCM.log.
