Account Level Discount CF Don't Apply When There Is More Than One Account Level Discount (Doc ID 1575926.1)

Symptoms

When there is an account with 2 account level discounts (for example, one that applies on purchase events and another on cycle forward events), the cycle forward event discount applies only on the first cycle and then, the discount remains active but does not apply anymore in the upcoming cycles.

Steps to reproduce:

1) Create an account with 2 services (IP and Email for example)
2) For each service, purchase cycle_forward and purchase_fee products.
3) At account level, purchase a product for a purchase_fee and 2 discounts: one for cycle forward (expecting to apply on the services products) and another discount for purchase with some filter (i.e rate tag, for example).
For the first cycle, every product and discount applies okay. For the next cycle no charge gets discounted.
