IDDI Fails To Import Datasets Due To No Open Offline DB JDBC Connections (Doc ID 1577528.1)

In Oracle Retail Point Of Service (ORPOS), IDDI fails to import datasets including export_db when there are no open offline db JDBC connections.  The error below occurs:

Steps to Reproduce:

1. Start ORPOS client.
2. Observe in client log that IDDI fails to import datasets if Offline DB folder is in a corrupt state.  The error above occurs.
