Symptoms
When running the "config-backend" perl script as seen on this wiki page, in that script, there seems to be a hard-coded mismatch to the jdbc_mysql.xml defaults:

So, administrators would expect a freshly installed calendar server to have a proper DUAL table check configured for the "init" based config. But, lack that validation for additional backends introduced by running the perl script.
