Symptoms

BRM Collections: After cancelling waiting for dependent action, the next action is made pending.

Steps to re-produce :
=================
Create a scenario with at least 4 actions with actions dependency switched on.
Push /billinfo into collections with this scenario assigned.

For the following actions (A) with status: P - pending, W – waiting for dependent, C – cancelled:
A1 – P
A2 – W
A3 – W
A4 – W

After cancelling action A3, it ends up with:
A1 – P
A2 – W
A3 – C
A4 – P

Instead of expected:
A1 – P
A2 – W
A3 – C
A4 – W
