UIM : Resource Reference Through UpdateServiceConfigurationRequest Web Service Call Is Not Working (Doc ID 1578005.1)

Goal

Resource Reference through updateServiceConfigurationRequest webservice call is not working as expected where as Resource Assignment is working correctly with in the same webservice call.
Following is snippet of Resource Assignment which was working correctly but we could not find any action for Reference action.
Please let us know the process to Reference the logical devices in service configuration through webservice call.
