After Rescheduling "Waiting For Dependent" Action Before "Pending Status" Not Modified. (Doc ID 1578017.1)

Issue is that after "waiting for dependent" action is rescheduled before pending action, the status of actions are not changed. It results in "waiting for dependent" action before the pending one.

Steps to reproduce:

Create scenario using at least 3 OOTB actions. Create and bill customer. Move time after overdue day of the last bill and run pin_collections_process to get this scenario assigned. Action dependency has to be enabled in the system.

There is a  scenario with following action status:

A1 - Pending
A2 - Waiting For Dependent
A3 - Waiting For Dependent

Reschedule action A2 to be before action A1, what happens:

A2 - Waiting For Dependent
A1 - Pending
A3 - Waiting For Dependent

And should be:

A2 - Pending
A1 - Waiting For Dependent
A3 - Waiting For Dependent
