Creation of Profile Tag Triggers Both Creation and Update Notification (Doc ID 1578028.1)

Symptoms

When a profile tag is created the notification for the creation as well as for the update are sent. Where the correct behavior is to trigger the creation notification only.

For example, in the screenshot below:

The DAP Operation "Creation_DAP" should be sent when the profile field "Date 1" is created (Services->Prepaid Charging->Notification Management):

The DAP Operation "Changing_DAP" should be sent when the profile field "Date 1" is modified (Services->Prepaid Charging->Notification Management):

In this case, when "Date 1" is created both "Creation_DAP" and "Changing_DAP" instead of only "Creation_DAP".
