UTF-8 Characters Processed by the xmlTcapInterface are not Displayed Correctly (Doc ID 1579280.1)

Symptoms

On Oracle Communications, Network Charging and Control (OCNCC/NCC), when using UTF-8 characters that get processed at one point by the xmlTcapInterface, one of the following symptoms can be observed :

- These characters appear garbled in the Service Management System Screens (SMS Screens).

- UTF-8 Characters that are being sent e.g. through a Business Process Logic (BPL) to the xmlTcapInterface are recorded and displayed incorrectly.

- Event Data Records (EDRs) that hold these UTF-8 characters contain garbled data.

When looking at the corresponding fields in the underlying database, these characters appear to be corrupted as well.
