Discontinued Item Produces a RIB Error If Included in a Transfer

For a discontinued item, the following happens when an inventory request is processed:

1. Process the inventory request and if the result is a transfer from the warehouse, create the transfer even if the item/location status is discontinued.
2. If the result is a purchase order (PO), do not process the message and at the same time do not raise an error to the Retail Integration Bus (RIB) hospital.

At present in the code, there is no handling of the error in a separate interface table and error is raised to RIB hospital.

Steps to Reproduce:

  1. Create an inventory request for a discontinued item in Store Inventory Management (SIM).
  2. In RMS, the request goes into the RIB Hospital.  The message gets stuck in RIB_MESSAGE_FAILURE, and processing is not continued.
