Planning Data Pull Fails - Launches Refresh Collection Snapshot But Request Is On Hold And Never Launches (Doc ID 1580679.1)

Goal

On APS Destination instance - we see Planning Data Pull fails with error "Refresh Snapshot process could not get started after waiting for 10 minutes because of Concurrent Manager Unavailability."

When I login to the EBS source instance, I see that the "Refresh Snapshot" concurrent request has a status of Inactive/On Hold. This issue happens each time the Planning Data Pull is submitted.
