Sending Non-binary SMS Failed with Exception SMS-000005 GSM Message Format Incorrect (Doc ID 1580942.1)

When sending SMS MT messages through ParlayX interface, A service exception is thrown at app tier with error message "SMS-000005 GSM message format incorrect".
The Message format not supported message only happens with Android phones. But it is able to send to iPhone successfully.

The following message is seen in default.log when DEBUG level is configured:
