Indexing and Search Service (ISS) for Oracle Communications Unified Communications Suite 1u4-17.9502( (built 20130508)

Some accounts are stuck in inactive "I" state and are not able to get back to active "A" state for quite sometime.  Running --listbrief  returns the following results:
