Some of the Web Client Users Are Not Showing up on the User Monitor (Doc ID 1581815.1)

Goal

Many Web Client users are logging on to Agile system, however all users are not showing up in Java Client > Admin tab > User Settings > User Monitor window.
What is the possible reason?
