Bucket For Cycle_forward_1_day Incorrectly Charged (Doc ID 1581822.1)

Symptoms

When pin_cycle_forward utility is not executed for one day due to server outage, the cycle_forward_1_day charges for one day are actually missing.

Steps to reproduce :
1. Create a product with Free non-currency resource valid for one day
2. Create account with this product and plan
3. Move pvt to 1 day advanced
4. Run pin_cycle_forward
5. Move pvt to 1 day advanced
6. Run pin_cycle_forward
7. Move pvt to 2 days advanced
8. Run pin_cycle_forward
 
Following observations are made by this SQL query :    

select rec_id2, valid_from, valid_to, current_bal from bal_grp_sub_bals_t  where obj_id0=4354219;

 
ACTUAL Result:

1000007 Tue, 23 Jul 2013 Wed, 24 Jul 2013 -10
1000007 Wed, 24 Jul 2013 Thu, 25 Jul 2013 -10
1000007 Thu, 25 Jul 2013 Fri, 26 Jul 2013 -10
