On Development : 8.6.4.x version, AACG reports and Dashboards

When attempting to Access Incident Detail Extract Report,
the following error occurs.

Error reading report or Report does not exist.
Error generating report.

Log shows:

[GrcExecutorThread-135] AbstractBIPReportRenderer:496 Error processing report, attempting to remove non UTF-8 compliant characters: oracle.apps.xdo.XDOException: <Line 112, Column 75>: XML-23034: (Error) FORG0006: invalid argument type
oracle.xml.xpath.XPathException: FORG0006: invalid argument type
2013-08-28 22:28:17,980 ERROR [GrcExecutorThread-137] AbstractBIPReportRenderer:509 Error generating report: java.io.IOException: mark/reset not supported

The issue can be reproduced at will with the following steps:
1.Run Access Incident Detail Extract Report on demand with only default parameters.
