Subordinate Account Status Does Not Change with Change in Status of Parent Account

Symptoms
On all versions of Oracle Communications Billing and Revenue Management (BRM), as documented, it is the default behavior of BRM that changing the status of the parent account in a hierarchy changes the status of all subordinate accounts and it cannot be prevented.
However the termination (closure) of the parent account is not triggering sub-ordinate account termination.
In the following scenario:
1. Create a parent account
2. Create a non-paying (sub-ordinate) account under parent account
3. Suspend the non-paying (sub-ordinate) account manually
4. Terminate the parent account manually
Actual Result: Only the parent account is terminated, but the non-paying (sub-ordinate) account is still in suspended state
Expected Result: Both the parent and non-paying (sub-ordinate) accounts should be terminated upon the termination of the parent account
