Performance Issue When Launching Upgrade Scripts from 7.0 to 7.3

Symptoms
When upgrading from BRM version 7.0 to version 7.5 PS4, and during execution of the upgrade script from BRM 7.0 to BRM 7.3, performance issue caused upgrade bottleneck.
When kicked off the upgrade scripts, initially for 7.0 to 7.3 which contains the account product split feature. It was running at a very slow pace, only 12% has been completed for three days.
According to the user's DBA, it was running the following snippet of the upgrade script:
Investigation shown the part that was trying to update the PACKAGE_ID after the ACCOUNT_PRODUCTS_T table has been renamed to the PURCHASED_PRODUCT_T table.
