ISS 1u4 JMQConsumer Unable to Startup Seeing "java.lang.StringIndexOutOfBoundsException" Error (Doc ID 1583452.1)

Using:  Oracle Communications Index and Search Service 1u4 patch 17.

The ISS server is unable to start up.  We are seeing the following errors in SMF log:

The rest war in the appserver caught the exception correctly and continued to service requests, even though it was returning 404 for each search request since the account state list was not popuplated.
The jmqconsumer did not start up correctly but left the pid running and SMF thinking it did even though it was not processing real time events.
We examined the imq broker logs and restarted broker, but had the same result.
